At 6:35 pm Chair Mike Courtemanche welcomed those present and led the Pledge of Allegiance.

MINUTE APPROVAL

July 19, 2010

MIKE BALL MADE THE MOTION TO ACCEPT THE MINUTES OF JULY 19TH AS CORRECTED. CORRECTION TO SALARY GRADE EFFECTIVE DATES JULY 1, 2010 TO JUNE 30, 2011. CHRIS HOWE SECONDED THE MOTION. THE MOTIPN CARRIED.

MIKE BALL MADE THE MOTION TO ACCEPT THE MINUTES OF JULY 26 AS PRESENTED. CHRIS HOWE SECONDED THE MOTION. THE MOTION CARRIED WITH 3 AYES AND 1 ABSTAINTION.

 

 

FIRE DEPARTMENT/VERNON FIRE ASSOCIATION INC.

            David Andrews stated that the Vernon Fire Association would gift the Town a new air conditioner unit for the Fire Department building. David stated that the air conditioning unit which was out of date and only worked for a room or two. The new conditioning unit would be ductless and with 24,000 BTU’s this would be more energy efficient, and provide more rooms to be cooled. David stated that this would be at no cost to the Town. 

 

CHRIS HOWE MADE THE MOTION TO ACCEPT THE GENEROUS GIFT FROM THE VERNON FIRE ASSOCIATION FOR AN AIR CONDITIONING UNIT FOR THE FIRE DEPARTMENT. ROBERT MILLER SECONDED THE MOTION. THE MOTION CARRIED.

 

David updated the Board about what was happening with George’s Pond. The pond is currently empty and needs some work done to stop the water from leaking out.  There are however, other ponds where the Fire Department can get water in the event of an emergency. 

The Board thanked David.

 

HIGHWAY DEPARTMENT

            David Walker stated that salt this year would be the same price as last year. Crack Sealing for the FY 2010-2011 would happen to part of Governor Hunt Road and Barrows Road.

 

MIKE BALL MADE THE MOTION TO ACCEPT THE BID FROM TRI STATE ASPHALT FOR BID DATED JUNE 18, 2010 FOR $4500.00. CHRIS HOWE SECONDED THE MOTION. THE MOTION CARRIED.

 

The board also gave David the approval to move forward with submitting a request for proposal and accepting bids for the paving of Governor Hunt road.

The Board thanked David.

ROBERT MILLER MADE THE MOTION TO APPROVE THE FOLLOWING WARRANTS:

                        3S/G   $43,519.76

                        29S     $18,631.02

                        31S     $14,941.28      

CHRIS HOWE SECONDED THE MOTION. THE MOTION CARRIED.

 

SET TAX RATE- Mike Courtemanche read a summary provided by the listers as to their responsibilities and processes in providing the treasurer with the data needed to set the tax rate.  With Sally Brassor Town Treasurer participating via telephone, it was her recommendation for the FY 2010-2011 tax rate of Homestead Education rate @ 0.9540, Local Assessment @ 0.0006, Non Residential @0.9167 and Town General @ 0.4454  per 100 assessed value.

 

CHRIS HOWE MADE TO MOTION TO APPROVE THE TAX RATE FOR 2010-2011 AS FOLLOWS: HOMESTEAD @ 0.9540, LOCAL ASSESSMENT @ 0.0006, NON RESIDENTIAL @ 0.9167 AND TOWN GENERAL @ 0.4454 PER $100.00 PER ASSESSED VALUE FOR A TOTAL RESIDENTIAL TAX RATE OF 1.40 AND NON-RESIDENTIAL RATE OF 1.3627. MIKE BALL SECONDED THE MOTION. THE MOTION CARRIED.

 

 CHRIS HOWE MADE THE MOTION TO GO INTO EXECUTIVE SESSION WITH SALLY BRASSOR TOWN TREASURER ON TWO PERSONNEL MATTERS, WHICH THE DISCLOSURE OF AT THIS TIME MAY BE DETRIMENTAL TO THE TOWN AND/OR THE INDIVUALS INVOLVED. MIKE BALL SECONDED THE MOTION. THE MOTION CARRIED.

 

Mike Courtemanche stated that the Board went into executive session @ 7:30 and came out at 8:00 and no action was taken.

 

CHRIS HOWE MADE THE MOTION TO GO INTO EXECUTIVE SESSION WITH MIKE COUGHLIN ON A PERSONNEL MATTER, WHICH THE DISCLOSURE OF AT THIS TIME MAY BE DETRIMENTAL TO THE TOWN AND/OR THE INDIVUALS INVOLVED. ROBERT MILLER SECONDED THE MOTION. THE MOTION CARRIED.

 

Mike Courtemanche stated that the Board went into executive session @ 8:03 and came out at 8:29 and no action was taken.

 

NEW-OLD UNFINISHED BUSINESS-

            Job Description- the Board is still working on locating the job descriptions.

 

Chris HOWe made the motion to adjourn. robert miller seconded the motion. THE motion carried.
